Abstract
In Colombia the SEINE for delegation of the national government, across the Decree onApril 933,2003 Art.19 “Certification of Labor Competitions: The National Service of Learning SEINE, will regulate, design,will normalize and certify the laborcompetitions”, it leaves in its structure theDirection of the National System ofFormation for the Work, area that has the competition “to Direct the implementation in the country of the National System ofFormation for the Work and to propose thepolitics for the execution of the processes of Standardization, and Evaluation and Certification recognition and joint of programs of formation that from him stemfor the development of the human talent,its employability and permanent learning”.The technology in the SEINE seems not tosupport in a suitable way this criticalprocess, even more when its interaction iscrucial between the different processes misionales of the institution and of the country. In this research work there is done a proposal of managerial architectureapplied to the process of evaluation andcertification of labor competitions andusing like frame of reference Togaf and Zachman
