Abstract
This research was based on the design of a model that could facilitate the comprehension of an international bidding process in the multilateral financial organizations (The World Bank and Inter-American Development Bank); procedure that has been used, during the last decades, as a main tool for the achievement of the necessary resources in order to develop international cooperation projects. To develop this research project, available literature review and documents from multilateral financing institutions for the purpose of development were examined, the performance of the participants per economic segments was analyzed and the principles, policies and procedures in the bidding process used by The World Bank (WB) and Inter- American Development Bank (IDB) were compared. This research used the waterfall method in order to reach each of the specific objectives. This traditional research method in phases looked to guarantee that the conclusions would not be foreseen in advance without any evidence; the achievement of a specific objective determined the fulfillment of the phase, therefore, the continuation towards the resolution of the objective that followed. In the same way, the nature of the research complementarily used qualitative and quantitative methods, so it can be asserted that this research project has a mixed approach. This method allowed justifying that the researcher would not be immersed in the object analysis of the research project; on the contrary, the investigator would be apart from biased conclusions. The coding of the information and the analysis conducted, allowed to conclude that a great parity exists between the procedures made in the international bidding processes that are developed by the Inter- American Development Bank and The World Bank. This situation allowed to develop a transversal model that could facilitate the labor of an international bidder and equip them with the best tools at the moment to run and obtain resources allocated to an international cooperation project.
