Pedagogy in the operational control of traffic and transportation: a strategy of convivential development

Abstract

This work is part of the institutional research development of the National Police, which was born from the problem phenomenon related to road accidents in Colombian territory. Specifically, it responds to the need to pedagogically outline the procedures manual of the traffic and transport operational control authorities for Colombia, understanding that these operational activities are developed by the different traffic and transport control authorities, that is, they are not exclusively from the National Police but from decentralized entities in charge of some departments and municipalities.
Thanks to the conceptual and contextual review and analysis of the international, national and local antecedents, where the application and interference of the operational controls of traffic and transport by the authorities is evidenced, and the application of the designed instruments, It was possible to establish the current state of operational competencies and with it the level of citizen satisfaction with these procedures within the current scenario of road accidents in Colombia.The conceptual and contextual review and analysis of the inter­national, national and local antecedents was carried out, where the application and inter­ference of the operational controls of traffic and transport by the authorities is evidenced.
With all this information collected, it was possible to design the informative and pedagogic­al protocol of the processes and procedures related to the control of traffic and transport, and with this we proceed to illustrate through infographics the informative and pedagogical protocols that are so much required for their improvement.
Within this process, the proper categorization was also made, emphasizing the flaws in the development of the procedures of the aforementioned authorities and the increase in land road accidents. Thanks to this, the endorsement of the Vice-rectory for Investigation of the National Directorate of Police Schools is obtained to carry out this work and thereby structure the manual of procedures for the transit and transport authorities in Colombia. Said process is carried out from the correlational documentary-type methodological protocolization with a mixed approach (qualitative, from the normative analysis of the laws and decrees related to this context of mobility; and quantitative, from facts and data) and with this, to finalize the operating procedure manuals: that of transit, that of transport and that of judicial police.
With the aforementioned analysis and highlighting important updates to assist with the operational development of the authorities in the field, the Manual of Traffic and Transpor­tation Operating Procedures is structured by means of three booklets corresponding to the three main processes carried out by the officials of the transit and transport in the country, taking into account its didactic nature in order to facilitate its understanding for all the people who have access to it throughout the country.
Finally, the respective procedures are carried out to begin their validation with both the institutional and external authorities that are immersed in the result of this work.
