Abstract

Noah (as quoted in Stornelli, 2018), indicates that "the difference between the nations that are entering the knowledge society and those that are not, will create huge regional gaps in social and economic inequality and, therefore, cognitive ", this is directly linked to the handling of information, and its connection of physical format, to digital format. Within this theme, there is also the concern of the immense difference between those who have the skills and competencies for today's world and those who do not. Similarly, the National Government, presented the bill for the modernization of Information Technology and Telecommunications, which aims to respond to technological convergence and closing the digital divide, and to allow all Colombians to benefit from the benefits of technological development, and even more, the production, management, processing, consultation and disposal of information, thus achieving a planning of Document Digitalization and a much more effective management, since a decrease would be achieved of administrative costs and minimization of the times and displacements of citizens, contributing to the very famous Democratization of Information (Portafolio, 2018, p.56).
